Grave of Noel Williamson

AALO, Nov 21: A team of officers visited the place where Noel Williamson was buried near Komsing village yesterday.

It was here that the Assistant Political Noel Williamson, Sadiya Frontier Administration was murdered and laid to rest on 31st March, 1911.

The place which assumes historical significance is left unattended and graveyard of the British Officer lie in solitude.

While interacting with the villagers of Komsing and seeing the pitiable conditions of the memorial and its surrounding, the officers have decided to contribute voluntarily in cash for renovation and beautification of the memorial to make it a historical destination to attract more tourists.

‘Expedite investigation of Tasso Maji death case

ITANAGAR, Nov 21: The Apatani Students’ Union has called upon the Capital police to book the culprit/s involved in the death of late Tasso Maji who was found dead under mysterious circumstances on November 15 last here and to award them stringent punishment.

In a release, it questioned the sincerity of the police in nabbing the culprit involved and said it appears that the case, with no lead so far, will be forgotten with the passage of time.

Non arrest of the culprit/s emboldens them and they roam about feeling remorseless and with no fear of law. They would not hesitate to commit another crime and the next victim may be you or your dear ones, it said seeking serious investigation in to the case.

The union further urged the general public to cooperate in giving justice to late Maji.

 

DM issues order on opium

TEZU, Nov 21: In accordance with the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, District Magistrate Dr. B.M.Mishra has issued an executive order prohibiting cultivation of illicit poppy and consumption of opium and other drugs within Lohit District.

It is felt imperative to reiterate that consumption of Opium and drugs may motivate and instigate the youth generation to involve in undesirable activities spoiling the future lives of young generation and also health hazards to the society as a whole, the order read. The Order prohibiting unlawful trade or occupation with a view to maintain physical comfort of the communities/societies is also to remove public nuisances, resentments etc in the district. DIPRO

 

MEA to conduct Passport Seva camp

Naharlagun, Nov 21: In order to expand the outreach passport services, regional passport officer, Guwahati under the aegis of Ministry of External Affairs has decided to conduct Passport Seva Camp in Itanagar on 29th and 30th November from 9.30am where applicants from all the state will be allowed to participate.

The Regional Passport Officer has in a press release informed that only ordinary passport applications will be accepted. Tatkal, Re-issue, PCC, Hold or Pending will not be entertained, he clarified.

Date for release of appointment for Passport Seva Camp has been fixed from 25th and 26th November and the venue will be Arunachal Pradesh Civil Secretariat, New Building, Block 3, Itanagar. Total appointment to be released for Passport Seva Camp on 25th is 150 while on the 26th only 120 appointment will be released.  

Applicants may visit website www.passportindia.gov.in for registration and has to submit online fee, book appointment and come to the venue with original documents and a set of Xerox copies of all documents and also two passport size photographs with light background. DIPRO

 

Drug awareness prog at Hayuliang

ITANAGAR, Nov 21: A drug awareness programme was conducted in Anjaw on Nov 18 and 19 last.  It was a part of the massive drug awareness campaign being initiated by the SSA Rajya Mission, Itanagar.

Addressing the huge gathering on the occasion at the auditorium of GHSS Hayuliang, school principal P Tayang called upon the students to inculcate clean habits and convince their parents to lead a drug free life.

Key resource persons Dr. S.Tayang, SMO, District Hospital Hayuliang spoke at length about health hazards associated with opium and other drugs. Citing example from his personal life Dr. Tayang narrated how addicted parents overlooked requirements of their children and their education causing irreparable loss to the society.

The other resource person H M Singh, ST, English (retired), GHSS Hayuliang highlighted causes and social impact of drug menace in Mishmi society.

N.Siram SPO, SSA, Rajya Mission, spearheading the programme called upon the girls to take active part in social reconstruction and help to create a drug free Arunachal.

Similar programmes on drug awareness programme were conducted at Walong and Kahoo, the last civilian village of Indian Territory bordering China on 19th Nov’2014.

Large number of students, parents, SMCs, PRI members and Head teachers were present on the occasion.

 

Awareness programme on disaster management

BOMDILA, Nov 21: A day long awareness programme on the precautionary measures for cases of fire and earthquake was held at Nafra under West Kameng district the day before by the District Disaster Management Office.

In her interaction with the people, the DDMO underscoring the importance of the precautionary measures said that every possible measure should be taken to mitigate the losses, if any.

She also dwelt on the DOs & DONTs in case of an earthquake and also on the role of the Disaster Management Department.

Principal Govt HS School Nafra said that as the state comes under seismic Zone V and as Nafra is vulnerable to fire accidents, every precautionary measure should be taken to minimize and mitigate the probable losses.

A girl child aged around six years had been charred to death and fourteen houses grounded to ash in the inferno at Nafra a month back.

Personnel from Fire service department Bomdila dealt on the precautionary roles before, during and after a fire accident followed by demonstration with the fire fighting equipments.

Pamphlets containing DOs & DONTs on fire and earthquake were distributed to the participants besides display of awareness banners in the township.

In the interactive session that followed, the GBs and the PRI members of Nafra circle opined that as the area is prone to natural calamities like fire and flash floods, such training programmes should be imparted quarterly. DIPRO

 

Workshop on state disaster management plan

ITANAGAR, Nov 21: The two-day workshop on “State Disaster Management Plan and Incident Response System’ was organized by the Department of Disaster Management under CBDRF, GOI for all HODs, Nodal Officers & Alternate Nodal Officers for works departments, Central & State Agencies and for Allied  departments  at ATI, Naharlagun on Nov 20 & 21.

In her keynote address, Disaster Management Director Y W Ringu urged the participants to be attentive in training which is very essential in updating the state disaster management plan. The system of IRS, which if can be adopted, will reduce the impact of disaster, Ringu added.

ATI director Pate Marik in his inaugural address stressed upon the need to educate all concerned on Disaster Management subject. He also said that disaster are now happening frequently especially in urban areas.

S. Deb, Scientific Officer, SRSAC gave power point presentation on the role of Remote Sensing and GIS in Disaster Management.

Earlier, Tojo Karga, Commandant 1st AAPBN, Chimpu elaborated on the State Disaster Response Force (SDRF), its establishment and different aspects of SDRF. Altogether 31 departments participated in the workshop, according to an official release.

 

National workshop on Indian Tribes

ITANAGAR, Nov 21: Department of Political Science, Rajiv Gandhi University, in collaboration with Indian Council of Philosophical Research, is organizing a national workshop on Indian Tribes and

Social Sciences on November 22-23.

Eminent personalities like Professor Mrinal Miri, Chairman, Indian Council of Philosophical Research, and MP and Professor K K Mishra of University of Hyderabad and other scholars from across the country are participating in the workshop, according to an official release.

 

Forum demands disciplinary action against EE

ITANAGAR, Nov 21: The Tali-Pipsorang Anti Corruption Forum has demanded disciplinary action against the EE, PWD, Tawang Division who was earlier posted as EE, PWD, Tali Division, Kurung Kumey district referring to the Arunachal Pradesh Information Commission (APIC) judgment passed against him on October 20 last recommending initiating disciplinary action as per rule.

In its representation submitted to the Chief Secretary, the forum alleged that the officer failed to furnish information on Yangte-Tali and Chetam-Pipsorang roads when sought.

 

Roing Winter Music Festival

Roing, Nov 21: Roing Winter Music Festival, an all star musical night, organised by the Green Leaf Sound and Music Society (GLSAMS) of Roing was held at the Reko town hall here today.

The secretary GLSAMS Daniel Boko said that the main intention behind organising the musical night was to encourage the youth towards music and divert them from drugs and alcohol abuse, which is also the main motto of the GLSAMS.

"There are so many talents hidden in the North-East, we want to try and bring those talents out in the open so that we have more of the likes of Mary Kom", said Boko.

Member of GLSAMS and owner of the only music institute of the district, Strings School of Music, Depim Linggi said that such events are important to provide a platform to the music lovers, especially youth.

"The main reason for starting my music school was to at least play my part in fighting the problem of drug abuse among the youth in our district. Providing them with a hobby not only brings out the talent in them but also helps to divert their energy from drug abuse to something fruitful", Linggi added.

The Soul of Phoenix, a Shillong based music band, Daniel and The Soul Rebel from Itanagar and local bands, The Day Dreamers and Half Faded Moon and a band from Strings School of Music, performed at the event. The guitar instructor of the Strings School of Music, Nelly Lomi said that he is glad that such a platform has been provided to showcase the talents of his students.

Music enthusiasts attended the event in great numbers. The organizers assured that even if there was a very low turn up for the event, it would still not dampen their energy and their plan to continue this event on a yearly basis.

SYT competition concludes

LIKABALI, Nov 21: The 39th Silli Youth Trophy Competition concluded here in West Siang district on Thursday.

In the football competition, Seren defeated Apollo XI by 2-1 goals, while the overall championship trophy was awarded to Jimago team. In the volleyball competition, Sibe Sports Club defeated Jimago; in women’s football, Jimago beat RDMFT; in tug-of-war Apollo XI beat Spark team in the men’s event, and Jimago beat Silli in the women’s event.

The competition, which had been inaugurated by PWD Commissioner Ganesh Koyu in the presence of Likabali ZPM Mito Taipodia on November 14, saw the participation of women’s rights activist Lomte Riba.

Efforts needed to arrest declining education standards: President

ITANAGAR, Nov 21: President Pranab Mukherjee on Friday sought concerted efforts to arrest "declining standards" of education and said top institutions like IITs and NITs must produce professionally competent personnel who can take an aspirational India to greater heights.

Addressing the first Convocation of the National Institute of Technology in Yupia today, he said there is a need to provide greater impetus to the ratings process of educational institutions and develop competition among them.

"While we have a few reputed engineering institutions, it is also a fact that they lag in international rankings. There is a need to provide greater impetus to the ratings process.

"At the same time, there is a need to arrest declining standards in a vast number of institutions. A sense of competition has to be developed amongst our higher level institutions including NITs," he said at the event which was also attended by Arunachal Governor Nirbhay Sharma and Chief Minister Nabam Tuki.

He expressed happiness over the initiative to develop a national rankings system, saying this will propel the educational institutions to do better.

Observing that renewed focus on inter-disciplinary approach in course curricula and research was necessary to improve quality of higher education, Mukherjee said beyond the academic domain, institutions including the NITs have a larger role to play in the progress of the regions in which they are based.

"They have to establish connection with stakeholders, identify problems hindering the development of the regions, and use their academic and research expertise to find solutions," he said.

Mukherjee said there was a great responsibility on the engineering institutions, most notably the IITs and NITs, to "produce socially conscious and professionally competent personnel.

Honorary Doctorate of Education was conferred on Pema Thinley, Vice Chancellor of Royal University of Bhutan at the event.

Set up in 2010, NIT Arunachal Pradesh has 35 faculty members and 400 students enrolled in programmes ranging from graduation to PhD levels; it offers mainstream engineering disciplines as well as emerging subjects. PTI

 

Human resources biggest challenge: Governor

Itanagar, Nov 21: Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma today said that one of the biggest challenges the country faces is creating human resources qualified to meet the needs of today’s dynamic world.

The crying need of the day is to harness the youth dividend, which the nation possesses in abundance, he said while addressing the first convocation of the NIT at Yupia, near here.

He said that the delivery of higher education in the institutes of the country cannot be allowed to continue in a routine fashion any longer.

The administrators and academicians must introduce innovative changes in the institutions.

The governor emphasised that NIT has the responsibility to shape the students, ensuring them to be amongst the best.

He said there was a need to produce engineers, who will create jobs rather than running after jobs. Underscoring that knowledge and innovation strengthen progress and prosperity, Sharma said that NIT and such like institutions have to also apply their scientific temperament to take their innovations in these areas from labs to the field for practical application. Tuki exhorts NIT graduates to help sustainable economic growth

Itanagar, Nov 21:  Arunachal Pradesh Chief Minister Nabam Tuki today exhorted the engineering graduates of NIT here to deliver in a way that it facilitates sustainable economic growth of both the state and the country.

"The first National Institute of Technology of the state is offering its first batch of engineers in the service of the nation. And for the graduates of this prestigious institute, who have received gold medals from the President of India, this would be a day to cherish for life," he said.

"I am delighted that our state is gradually becoming a higher educational hub. The addition of NIT Arunachal Pradesh - an institute of national importance to the existing Central universities namely Rajiv Gandhi University and North-Eastern Regional Institute of Science & Technology (NERIST) is exceptionally commendable for the prospective and splendid growth of this state," Tuki said.

Expressing his happiness over the institute introducing four relevant programmes for the state - Mechanical Engineering, Civil Engineering, Bio-Technology and Entrepreneurship, Tuki said he had no doubt that once the institute shifts to its permanent site at picturesque Jote village in the outskirts of Itanagar, it would have the scope to introduce many more such contemporary and relevant programmes in the future. NE Students protest at Jantar Mantar against racism, demands justice and security

NEW DELHI, Nov 21: Following the gruesome death of young students from North-East, on Wednesday and Thursday, North-East Forum for International Solidarity (NEFIS) organized a protest at Jantar Mantar, where students representing each state of North-East came under the banner of NEFIS and raised slogans to protest against racism, injustice and insensitivity of Delhi Police and rampant barbaric attacks on North East youth in the city.

The recent incidents are the brutal murder of a Zingran Kengo, age 33, a PhD scholar from Mumbai's Tata Institute of Social Sciences (TISS) of Manipur in New Delhi on 19th November, whose throat was slit open. Next day another appalling incident happened in Bengaluru, where a man was assaulted, who was only guilty of not speaking the regional language Kannada. Same day another girl was murdered cold blooded in Munirka, Delhi. Later the delegates of NEFIS submitted a memorandum to the Ministry of Home Affairs demanding that these racist attacks should get a thorough and swift investigation. The culprits should be apprehended and immediate justice should be provided to the victims. The state should also take firm measures to ensure that these incidents are not repeated, added the memo.

Citing that the acts of criminal violence against the people of North-Eastern community are escalating in the country, it also called for preventive measures against racist violence perpetrated on people of North-Eastern states. It demanded that all the victims of racist violence or their nearest kin should be compensated at the earliest.

As the Indian state is responsible for upholding and protecting the rights of its citizens, we demand that the issue of racism against North-Eastern community should be seriously looked into, added the memo.

The NEFIS viewed that the cases of assault on a North East youth living in Delhi is not one of its kind but part of a string of similar attacks and racial profiling of migrant North East youth. NEFIS stated these incidents are not isolated incidents, but are a snapshot of a problem which is increasingly becoming a serious concern. Delayed and poorly construed police action is typical in such cases. The incident is extremely disturbing and condemnable. We believe that such incidents are reflective of a dangerous trend of racism and also growing vigilantism in the city that targets vulnerable minority groups. The recent upsurge of such crimes is inspired by racism directed against the North-Eastern community, the students said.

 

 

Women urged to take the cudgel against drug, alcohol abuse

NAMPHAI – I, Nov 21: Arunachal Pradesh Women Welfare Society (APWWS) Miao Unit has organized a day-long awareness programme on the need to fight against the menace of drugs, alcohol and opium addiction and peddling in Miao Sub-Division here yesterday. The programme was sponsored by Arunachal Pradesh State Commission for Women and National Commission for Women.

In his inaugural address, Miao ZPM, Jowkhong Singpho said the drug addiction and liquor, opium and drug peddling has gone out of proportion. He called upon the women of the administrative sub-division to play an effective role in tackling the menace. He lauded NCW and APSWC for backing APWWS on such issues which according to him has eaten into the vitals of Singpho and Tangsa societies.

Resource person and CHC Miao MO Dr S Bhattacharjee while highlighting the ill effects of liquor, opium and drug said that “addiction is a disease which is curable provided there is a permanent de-addiction centre where those addicts willing to get fresh lease of lives can be treated and rescued from the dreaded menace.” SDPO Miao, ASP Mihin Gambo while disclosing the legal parameters to tackle the cases under NDPS Act 1985 lauded the women organizations for taking such tough stance against the menace leading to the arrest of many addicts and peddlers in the past. However, he divulged that the police are bound to release those arrested on bail due to legal compulsions and absence of treatment centers. Disclosing about NDPS Act he said that it is one of the strongest acts that government has ever enacted. Any addicts or peddlers found guilty of replicating the crime are liable for life imprisonment as per provisions of NDPS Act.

At the same time any head of village failing to lodge complaints against drug addicts and peddlers perpetrating the crime under their jurisdiction are also liable to legal prosecution, SDPO said.

It is irony that medical complicacies involving the addicts compel the magistrates to release them on bail after arrest by police, said Miao CO Namrata Bhatt while assuring every possible administrative help to cleanse the prevailing social ill.  

SEACOW General Secretary Phupla Singpho while sharing his experience said that it was significantly indispensable to organize de-addiction camps on regular basis to fight the social menace. Phupla Singpho who earlier organized several rounds of de-addiction camps said, “Figuratively, Tangsas and Singphos are less in numbers and if we don’t wake up from deep slumber now, it will be too late. He called upon the women folks to rise up to the occasion and save the society from disintegration and doom.

Seva Kendra Co-ordinator Sister Pushpa encouraged the women groups to play an exemplary role to bring a permanent halt to the ascending graph of liquor, opium and drug addiction and peddling.

 

 

Absenteeism irks education minister

PASIGHAT, Nov 21: Education Minister Tapang Taloh along with DC Nidhi Srivastava, DDSE and other officers of education department and councilors today conducted unannounced visit to schools in and around Pasighat. During his visit, the minister checked attendance register, deployment report of teachers, CCE registers etc and interacted with the students. The Minister and DC interacted  with the students. They inspected midday meal preparations and cleanliness of school campuses and teaching methods of the teachers during the day.

In many schools, the team noticed that teachers were available more than the sanctioned posts. In some schools, teachers were absent without obtaining leave or put their signatures in the attendance register showing the departure time as 2.30 pm, although they had left the school just after one or two periods. The Minister was deeply concerned about such act of the teachers and wondered how they would be able to mould and guide the future of the nation when they themselves were resorting to such demeaning and unpardonable act.

Expressing his dismay, the Education Minister stated that growing tendency of absenteeism and unwanted attitudes among the teachers will create unfavorable atmosphere in imparting quality education. The Minister was disappointed to see the state of affairs of teachers.

It is also reported that many teachers in the state were also staying at their own places while engaging unauthorized persons to teach on his/her behalf, informed the minister. Teachers were over flooded only in good places. They dishonor transfer orders in the name of mid-session but they know many schools were waiting to start their new seasons in interior places. Situation might be horrible if not checked, opined the worried minister.

During interactions with the teachers and students, he emphasized the need of maintaining discipline and punctuality in schools. He urged the teaching community to discharge duties effectively and sincerely with a motto to shape the future of the students and told the children to send name of good and bad teachers directly through SMS fearlessly.

Taloh directed DC and DDSE to take stern action against the erring teachers who were showing lackadaisical attitude towards their duties at the cost of the future of the students. The Minister also visited newly constructed Sikshak Sadan and DDSE office buildings and took stock of developments. DIPRO

AAPSU team calls on CE of union road transport ministry

NEW DELHI, Nov 21: A team of All Arunachal Pradesh Students’ Union (AAPSU) headed by its President Kamta Lapung and Spokesperson Tanya Agu today met Sunil Kumar Verma, Chief Engineer, Union Ministry of Road Transport & Highways, at New Delhi to discuss on the Trans Arunachal Highway(TAH) projects in Arunachal Pradesh.

While apprising the Chief Engineer about the problems being faced by the people of Arunachal because of the pathetic road condition in the state, Lapung said “Although it has been many years since the tender work for road construction under the TAH was won by various firms, but most of them have not started work as yet in spite of signing the MoU and MoAs. This is despite the fact that the completion time for the same is about to get over.”

The AAPSU delegation urged the Chief Engineer to pass necessary order to all the firms (tender winners) to start their respective projects without further delay. Lapung also requested him to ensure that the successful bidders, after getting the mobilization fund, does not evade from the execution of their respective works as few instances in the past has shown. Tanya Agu also called for speedy implementation of all the ongoing road projects with quality as per guidelines as the road communication is the backbone for all other development activities in strategically sensitive border state like Arunachal. He further said that the Trans-Arunachal Highway should not remain as a distant dream.

While assuring to look into the matter at the earliest, the Chief Engineer ensured that under his supervision, the dream of having a Trans Arunachal Highway will become a reality. He would be arriving in the state on December 2 to gather first hand information of all the ongoing projects.

AAPSU also appealed to the people of Arunachal Pradesh to cooperate and not to politicize the developmental activities like Trans Arunachal Highway.

 

 

2nd edition of Panyor River Festival kicks off

YAZALI, Nov 21: Picturesque Yazali Town is in festive mode with the colorful start of the 2nd edition of Panyor River Festival at the bank of Panyor River.

Notwithstanding the popular trend, the organisers this time invited apex bodies of Tani clans instead of political figures to declare the festival open.

The inaugural function was a fulfilled programmes of songs and dance performed by various cultural troops enthralling the visitors that lasted for more than four hours.

Keeping in mind that Arunachal has huge potential in adventure sports, the organizer this year too arranged various adventure sports like paragliding, River rafting, flying fox, trap shooting and angling etc besides various food and exhibition stalls.

The festival is organised by the Arunachal Adventure Association backed by Unicorn as the creative head and the denizens of Yazali town.

The festival despite its significance is yet to be declared by the state government as a calendar event.

The representatives’ present expressed immense satisfaction over the idea of calling all the Abotani descendants under one platform, with the aim to develop tourism in state. Speaking on the inaugural occasion, Adi Bane Kebang, president, Kangir Jamoh, while mentioning tourism as the fastest growing industry in the world said that, Yazali valley has the potential to be the tourist hub and that it need to be given assistance. He appealed the organisers to continue to bring the descendants of Abo Tani together and work in unison for a prosperous state in the long run.

Tapi Tai, President Apatani Cultural and Literary Society, exhorted the crowd to promote indigenous cultural activities and show hospitality to the visitors in order to increase the flow of visitors.

Tabu Paktum, president Tagin Cultural Society, said "we need to form a consultative body to discuss social issues prevailing in our respective areas and have common alphabets for a common language."  Commenting on tourism, he said that we are not doing enough to boost the tourism potential in the state which calls for redress not forgetting the perennial lack of infrastructures in the state.

Emi Rumi, president Galo Welfare Society, said that at individual level everyone should encourage their people to participate in festival like this. Rest of the zones in the state have comparatively achieved good tourism boost however, the central zone still need to catch up with the rest, he said while suggesting that representatives of apex bodies in unison should create awareness among the masses.

NES president, Bengia Tolum applauding the heads of all the community based organisations for gracing the inaugural of the festival, exuded hope that the motive of the festival percolates down to the people at every basin of the central zone and beyond.

Expressing his happiness over the huge turnout of the visitors on the first day, festival director, Chuku Mama thanked all the visitors who have come from far flung areas. He promised hospitality to the visitors during the next five days of the festival.

 

 

No comprise with quality education: Taloh

PASIGHAT, Nov 21: “Quality education will determine the future of state and being the captain of the department I cannot compromise with quality”, said Education Minister Tapang Taloh while elaborating government’s zero tolerance policy in education sector yesterday.

Addressing the teaching community at IGJ Hr. Secondary School auditorium yesterday evening, Minister, while giving a defensive statement regarding recent reshuffle of teachers across the state, reiterated that surplus teachers would be withdrawn to equip all schools with sufficient numbers of teachers in the state. “High Court’s stay order may give temporarily relief to the transferees but it hampers career of thousands of student. As permanent members of the department, they should realize their role and responsibilities and work with more dedication to take the society forward with proper reformation,” suggested the minister.

He informed that the decision of rationalization had come across over several layers of screening committees. First, the issue was debated and accepted in the state legislative assembly by MLAs. Secondly, it was passed by the cabinet to streamline the dismal education scenario and in third layer, ZPMs, senior citizens and various NGOs in a joint coordination meeting held on June 20 last had suggested for strict implementation. Moreover, the Education and Chief Secretaries in Project Approval Board (PAB) meeting held on May 23 last gave undertaking jointly to fulfill the norms of rationalization framed by the Union Ministry of HRD, New Delhi so that no school would be left out without posting of teachers and central financial supports not hampered.

For East Siang district in particular, Taloh asserted that before taking the decision, a consultative meeting was convened which was attended by officers of the department and ZPMs. Unfortunately teachers of the district opposed the move. They should have thought about the welfare of thousands of our children who were waiting for a long for teachers in their respective schools, located in remote areas or in the other districts like Upper Subansiri, Anjaw, East Kameng, Kurung Kumey, Tirap, Changlang etc. However, overwhelming response and support have been received so far across the state and being the minister of the department he would do his best to honor the responsibility entrusted upon him by the people to bring radical change in the society and lessen students’ sufferings. Rationalization generated hope among the citizens of state and he would do right thing in right time to achieve the success, Taloh affirmed.

The present government is working for welfare of the teachers and under his leadership, officers are working restlessly to promote all category teachers  based on their qualities and performance reports, disclosed the minister before concluding his hour-long speech.

Retired educationist turned politician and Nari-Koyu MLA Kento Rina sharing his views said teachers are like beacons of light, who guide the children in the formative years of their life. The step taken by education minister is appreciable and should be supported by one and all.

Earlier, the East Siang Deputy Commissioner Nidhi Srivastava in her deliberation stated that fight for rights were always good but teachers need to realize their responsibilities and work with more dedication.

CM’s Health Insurance meet at Ruksin

RUKSIN, Nov 21: With a view to make the rural people aware on the provisions of Chief Minister’s Universal Health Insurance Scheme, the Health Department East Siang with Ruksin administration conducted a meeting at Ruksin Kebang Hall today.

Addressing the meet as resource person, District Medical Officer (DMO) Dr D Bagra spoke about the benefits to be availed from the insurance scheme and urged the local people to benefit from the scheme. He informed that earlier RSVY and Swastya Nidhi schemes are included in the provision of the new schemes.

While explaining the objectives of the schemes, Dr Bagra said the Insurance Policy covers expenses upto Rs 2 lakh against treatment of all diseases, ailments and surgical operation besides accidental cases of the family through a single ‘Smart Card’. The state government has empanelled all District Hospitals, Community Health Centre (CHC) and Primary Health Centres besides some well equipped private run hospitals in the state and outside the state for the needy to avail the benefits. Informing on achievements of the district health department, the DMO said that out of the total 16,754 targeted beneficiary families, as many as 12,400 families have been brought under the scheme and around 4000 families have been issued Smart Card.

The DMO stated that the delay by the ‘partner company’ entrusted for photograph and enrolment activities was holding-up in issuing the Smart Cards to the remaining families. He also highlighted the some faults in the procedure such as unclear photograph of the holders, wrongful entry of beneficiary name and missing of residential address, which might create problem in identification and verification of the beneficiaries concerned.

Attending the meeting, Pasighat-West MLA cum Parliamentary Secretary Industries, Tatung Jamoh exhorted all the doctors, PRI members and Gaon Burahs to extend co-operation for successful enrolment of beneficiaries under the scheme. He suggested them to organize massive awareness campaign among the rural people so that every eligible family should be covered under the scheme.

MLA Jamoh informed that an amount of Rs. 10 crore (first instalment) has been released for the health insurance scheme while it is planning to allocate more funds within the next four years. He said that medical reimbursement meant for the government employees was curtailed after the CM’s health insurance has come into effect. Observing the improved health care facilities available in two private-run hospitals of Ruksin, the MLA suggested the local leaders to submit proposal for inclusion of two private hospitals - Divjani Diagnostic & Nursing Home and Dr Ratan Diagnostic & Nursing Home in the empanelled list for public convenience.

Among others, Ruksin SDO T Pada, Dr T Taga, CHC MO, Dr K Jonnom, Dr Kabit Ratan and local PRI members attended the meeting.

 

 

Meet on Arunachal Trans-Highway in Seppa

Seppa, Nov 21: East Kameng DC Sandeep Kumar Singh have issued directives and fixed datelines for clearance of compensation issues on Arunachal Trans-Highway road from Bana to Khodasso in a meeting held at DCs chamber, Seppa yesterday.

The meeting was attended by the administrative officers, DLRSO, AEKSU, EKSWCO, Seba Youth Association and the representatives of construction agencies.

DC Sandeep Kumar Singh informed them of the progress of the construction of Trans-Arunachal Highway in East Kameng District, construction of Seba bridge by SIPL (Susee Infrastructure Private Ltd) and hurdles faced by the construction company at different locations in East Kameng District.

DC had directed DLRSO to conduct a joint meeting where ever compensation issues still remain unsolved with concerned circle officers, construction agencies, local leaders and GBS to examine the genuine claims and also to issue notice for false complaints.

He fixed a dateline for clearance of issues from Bana to Seppa by 30th Nov and Rilloh to Khodasso by 8th Dec.

He also fixed datelines for shifting of Poles, Water pipes by Power and PHED from Seppa to Pakro by 5th of Dec’2014. The people of Meena Pahar and Lumdung village, who have already availed compensation should vacate their houses, he added.

DC asked the construction agencies to work out reasonable areas as dumping ground in consultation with concerned CO and local leaders as Seppa to Pakke Kassang is an agricultural corridor.

After hearing the complaints from Seba Youth Association regarding construction of Seba Bridge, he directed the SIPL to construct and make it motorable for four wheelers by 31st March.

Seba Bridge over Papu River collapsed during March this year due to transportation of heavy equipments and machineries by Susee infrastructure private ltd, the construction agency. He suggested them to prepare route map for transportation of heavy equipments and also transport heavy equipments using the long road through Palin.

DC informed that the fund for maintenance of road from Zero Point to Seppa have been received for which he directed the SIPL to complete  the repairs/ maintenance works with at least metallic cover on the road by 31st Dec’2014.

EKSWCO Chairman Sapar Pao said road is must for the development of the district for which he assured full-support and co-operation on any issues relating to Trans – Arunachal Highway.

SP Apang Tamuk informed that the security provisions and requirements for construction agencies have been recommended to the Govt. for consideration.

EX-Minister Hari Natung also spoke on the occasion.

 

 

Arunachal gets first audio Bible

ITANAGAR, Nov 21: Don Bosco School Doimukh teachers and students prepared the very first audio Bible comprising of the entire New Testament in Nyishi language of Arunachal Pradesh.

Salesian Bishop George Palliparambi of Miao diocese in Arunachal Pradesh released the DVD and Pen Drive version of the audio Bible in a colourful ceremony held at Don Bosco Doimukh, on Nov 15.

Capital Complex Itanagar Deputy Commissioner Mige Kamki received the first copy.

This initiative is part of the on-going celebration of the bicentenary of the birth of Don Bosco scheduled to end on 16 August 2015.

“As printed books are not common in Nyishi language and people find it difficult to read we hit upon an audio format which will help people to hear the Word of God in their language,” says Salesian Fr. Madathiparambil Josekutty Thomas who came up with the project.

With the blessing and guidance of Doimukh Parish priest Salesian Fr. Thuruthiyil Sebastian, a six member team read the entire New Testament aided by the technical assistance from various quarters.

“Production of this kind audio Bible is first of its kind in any of the tribal languages in North East India,” claims initiator of the project Fr Madathiparambil who worked in the region for number of years.

He added, “it is fitting that during this bicentenary year, the Gospel reverberates in the ears of the people among whom the sons of Don Bosco popularized the Gospel in their own tongues.”

Several dignitaries and a huge gathering of over one thousand people attended the event which is a matter of pride not only to the Nyishi Christian community but also to the young and vibrant church of Arunachal Pradesh.

The updated Nyishi New Testament (printed version) was released a month ago with the help of Fiat Mission, a Catholic lay movement dedicated to the spread of the Word of God.

The DVD is entitled "Aogeda ge yale" (Heavenly Echo or Call).

Massive expectation from Modi

Prime Minister Narendra Modi’s recent visit to Australia is considered to be another success in the line of his successful visit to Japan and USA. Going by the frenzied display at Madison Square Garden during his visit to America and now in the Allphones Arena in Sydney, no doubt he has emerged as rock star among the Indian diaspora. During the current visit to Australia that saw him attend two multilateral summits, he has also emerged as a global leader, whose words count enough for a pre-cleared G20 summit communiqué to be changed! Modi has thus ensured that India is firmly back on the global stage.

Having raised unprecedented expectations not only among NRIs but also amongst his peers in G20, Modi surely realizes that it will require a Herculean effort to meet these sky-high expectations. He must believe that he is up to it. Indians are excited but also apprehensive. We have a history of high hopes repeatedly dashed to the ground circa 1962, 1975, 1989, 1996, 2004 and most recently in 2009. Another crash from current highs could have far worse consequences simply because aspirations, expectations and hopes have never been as high. Modi has raised the stakes enormously. He has been selling dreams to the millions of Indians. For these dreams to realize he has to start taking some tough decision, so that economy is revitalized. It is now time to devote far more resources and effort to building a case for reforms in the public domain. Sooner he start work in this regard, more it will be better.

A giant feat

Dear Editor,

This is in reference to the news report “Todo United Football Club team create history” that appeared in your esteemed daily of 20th November 2014. The News has made all football lovers in particular and the state in general, very Proud. Todo united football club (TUFC) team truly deserve appreciation for being able to defeat the country’s football giant Mohan Bagan Football Club, SAIL.

The Todo United FC is rather a new team but has been able to bring Arunachal Football at par with top class football teams of the Nation. It’s pertinent to mention here, that Todo United FC is a privately owned Arunachal Football Club with Dado Tallum Takam as Chairman and Tarh Juna as Team Coach. Along with the players the team coach and Chairman deserve a grand salute for having been able to raise the team through the adversities of time and fund. The defeat of a football giant in the hand of an Arunachalee Club is an eye-opener for the critics who have doubted the class of football in Arunachal. The players of the team do not have any academic affiliation. They are locally raised under the guidance of team Coach. This fact is encouraging for other players and teams of the state as well.

The “Todo United FC’’ has entered Semi-final of North –East India Cup football Tournament-2014. Whatsoever be its fate in this tournament, the team has already created history.

I don’t hesitate to bat for its recognition by the public and the government for such gesture will do immense good for the future of Arunachal Football.

A few metres of NH52A also need Govt.'s attention

Dear Editor,

Through the column of your esteem daily, I would like to express my resentment over the road construction and maintenance policy adopted by the Govt. of Arunachal Pradesh. It’s very astonishing to see that the Govt. of Arunachal Pradesh under Congress party repaired and constructed the road from Naharlagun to Yupia within few days after hearing the visit of the Hon'ble President of India, Pranab Mukherjee but a small bridge, better to call it culvert and few meter of eroded, in other word, deteriorated portion of NH52A between ‘A’ sector and Kankarnala, Naharlagun has not been completed since last 4 year.

Hence, I on behalf of people living in Capital Complex in particular and Arunachal Pradesh as a whole, request our people first government kindly to complete the construction of aforesaid under construction culvert and road in this winter so that people could get a modest relief in the next rainy season.

Paradigm shift in Tourism Sector

Dear Editor

The move by the Government of Arunachal Pradesh to relax issuance process for Protected Area Permit (PAP) is a progressive policy and has the potential to finally put Arunachal Pradesh in the tourism map of India and the world.

The main reason that has discouraged tourist especially the foreign tourist from visiting Arunachal Pradesh has been “lack of easy access”. Finally, the Government has realised this and has decided to rectify.

As expected, the archetypal organisations/associations of Arunachal have come up with their oppositions and criticisms. Debate is welcome and debate we shall.

The demand by the local tourist operators to route foreign tourists through them is logic-defying. Is the demand not defeating the very soul and aim of the policy change proposed by the Government? The demand will only create another layer of paper works and red-tapism that this policy aims to do away with in order to ensure easier access to Arunachal for tourists. One is left to wonder as to why is the demand limited to “foreign tourists” only? May be the domestic tourists are less lucrative!  Is the demand to route issuance of Protected Area Permit only through local tour operators legally tenable in the light of the freedom of trade, commerce and intercourse granted under Part XIII of the Indian Constitution?

On the other hand, it is clear that once the inflow of tourists increases, the numbers of tour operators is also bound to increase. This will give the Government an opportunity to increase its revenue collection by way of regulatory and compensatory taxation that can be imposed upon the tour operators for facilities that the Government will provide including road networks. This is economically prudent and beneficial, and legally tenable. This policy change will not only increase the income level of the local tour operates which can also expand its business networks by collaborating with tour operators from outside, but will also provide wider income earning opportunities to the unorganised tertiary sectors that is indirectly associated with the tourism sector. This is certainly in line with the Government’s slogan of ‘self-employment and sustainable income generation as well as skill development avenues’. Any doubts?

Conducting smart business is the way forward in the era of globalisation and cutthroat competition. Protectionism and monopolistic policy that the local tour operators seek/demand is not only static in nature but regressive as well. It will only be counterproductive for the tourism sector of the State in the long run. The tour operators should rather focus on creating a tourist friendly culture and presenting a ‘feel different’ environment to the visiting tourists,  given the fact that the tourism sector will only attain a higher growth trajectory after the introduction of easy access policy and creation of new tourist circuits.

Firing range and a village

Dear Editor,

People of Durpa village as well students of Higher Secondary School Kimin would face a lot of problems if the present firing range of the ITBP is established permanently.

If the firing range is established permanently, it will be dangerous to the life and liberty of local villagers who use the area for collection of forest produces and grazing of domestic animals.

The present firing range causes noise pollution which disturbs the villagers as well as students of Govt. Higher Secondary School, Kimin as it is only 300 metres from school as well as Durpa village. By law, there should be enough distance between a firing range and civilian area.

The   girl's hostel is also situated nearby the firing range which makes them feel insecure.

The   present firing range area cover the entire area of Durpa due to which there is not an inch of land left for extension of the village.
