AALO, Nov 21: A team of officers visited the place where Noel Williamson was buried near Komsing village yesterday.
It was here that the Assistant Political Noel Williamson, Sadiya Frontier Administration was murdered and laid to rest on 31st March, 1911.
The place which assumes historical significance is left unattended and graveyard of the British Officer lie in solitude.
While interacting with the villagers of Komsing and seeing the pitiable conditions of the memorial and its surrounding, the officers have decided to contribute voluntarily in cash for renovation and beautification of the memorial to make it a historical destination to attract more tourists.

‘Expedite investigation of Tasso Maji death case’
ITANAGAR, Nov 21: The Apatani Students’ Union has called upon the Capital police to book the culprit/s involved in the death of late Tasso Maji who was found dead under mysterious circumstances on November 15 last here and to award them stringent punishment.
In a release, it questioned the sincerity of the police in nabbing the culprit involved and said it appears that the case, with no lead so far, will be forgotten with the passage of time.
Non arrest of the culprit/s emboldens them and they roam about feeling remorseless and with no fear of law. They would not hesitate to commit another crime and the next victim may be you or your dear ones, it said seeking serious investigation in to the case.
The union further urged the general public to cooperate in giving justice to late Maji.
DM issues order on opium
TEZU, Nov 21: In accordance with the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, District Magistrate Dr. B.M.Mishra has issued an executive order prohibiting cultivation of illicit poppy and consumption of opium and other drugs within Lohit District.
It is felt imperative to reiterate that consumption of Opium and drugs may motivate and instigate the youth generation to involve in undesirable activities spoiling the future lives of young generation and also health hazards to the society as a whole, the order read. The Order prohibiting unlawful trade or occupation with a view to maintain physical comfort of the communities/societies is also to remove public nuisances, resentments etc in the district. DIPRO

Drug awareness prog at Hayuliang
ITANAGAR, Nov 21: A drug awareness programme was conducted in Anjaw on Nov 18 and 19 last. It was a part of the massive drug awareness campaign being initiated by the SSA Rajya Mission, Itanagar.
Addressing the huge gathering on the occasion at the auditorium of GHSS Hayuliang, school principal P Tayang called upon the students to inculcate clean habits and convince their parents to lead a drug free life.
Key resource persons Dr. S.Tayang, SMO, District Hospital Hayuliang spoke at length about health hazards associated with opium and other drugs. Citing example from his personal life Dr. Tayang narrated how addicted parents overlooked requirements of their children and their education causing irreparable loss to the society.
The other resource person H M Singh, ST, English (retired), GHSS Hayuliang highlighted causes and social impact of drug menace in Mishmi society.
N.Siram SPO, SSA, Rajya Mission, spearheading the programme called upon the girls to take active part in social reconstruction and help to create a drug free Arunachal.
Similar programmes on drug awareness programme were conducted at Walong and Kahoo, the last civilian village of Indian Territory bordering China on 19th Nov’2014.

Awareness programme on disaster management
BOMDILA, Nov 21: A day long awareness programme on the precautionary measures for cases of fire and earthquake was held at Nafra under West Kameng district the day before by the District Disaster Management Office.
In her interaction with the people, the DDMO underscoring the importance of the precautionary measures said that every possible measure should be taken to mitigate the losses, if any.
She also dwelt on the DOs & DONTs in case of an earthquake and also on the role of the Disaster Management Department.
Principal Govt HS School Nafra said that as the state comes under seismic Zone V and as Nafra is vulnerable to fire accidents, every precautionary measure should be taken to minimize and mitigate the probable losses.
A girl child aged around six years had been charred to death and fourteen houses grounded to ash in the inferno at Nafra a month back.
Personnel from Fire service department Bomdila dealt on the precautionary roles before, during and after a fire accident followed by demonstration with the fire fighting equipments.
Pamphlets containing DOs & DONTs on fire and earthquake were distributed to the participants besides display of awareness banners in the township.

ITANAGAR, Nov 21: President Pranab Mukherjee on Friday sought concerted efforts to arrest "declining standards" of education and said top institutions like IITs and NITs must produce professionally competent personnel who can take an aspirational India to greater heights.
Addressing the first Convocation of the National Institute of Technology in Yupia today, he said there is a need to provide greater impetus to the ratings process of educational institutions and develop competition among them.
"While we have a few reputed engineering institutions, it is also a fact that they lag in international rankings. There is a need to provide greater impetus to the ratings process.
"At the same time, there is a need to arrest declining standards in a vast number of institutions. A sense of competition has to be developed amongst our higher level institutions including NITs," he said at the event which was also attended by Arunachal Governor Nirbhay Sharma and Chief Minister Nabam Tuki.
He expressed happiness over the initiative to develop a national rankings system, saying this will propel the educational institutions to do better.

Absenteeism irks education minister
PASIGHAT, Nov 21: Education Minister Tapang Taloh along with DC Nidhi Srivastava, DDSE and other officers of education department and councilors today conducted unannounced visit to schools in and around Pasighat. During his visit, the minister checked attendance register, deployment report of teachers, CCE registers etc and interacted with the students. The Minister and DC interacted with the students. They inspected midday meal preparations and cleanliness of school campuses and teaching methods of the teachers during the day.
In many schools, the team noticed that teachers were available more than the sanctioned posts. In some schools, teachers were absent without obtaining leave or put their signatures in the attendance register showing the departure time as 2.30 pm, although they had left the school just after one or two periods. The Minister was deeply concerned about such act of the teachers and wondered how they would be able to mould and guide the future of the nation when they themselves were resorting to such demeaning and unpardonable act.
Expressing his dismay, the Education Minister stated that growing tendency of absenteeism and unwanted attitudes among the teachers will create unfavorable atmosphere in imparting quality education. The Minister was disappointed to see the state of affairs of teachers.

While apprising the Chief Engineer about the problems being faced by the people of Arunachal because of the pathetic road condition in the state, Lapung said “Although it has been many years since the tender work for road construction under the TAH was won by various firms, but most of them have not started work as yet in spite of signing the MoU and MoAs. 2nd edition of Panyor River Festival kicks off

YAZALI, Nov 21: Picturesque Yazali Town is in festive mode with the colorful start of the 2nd edition of Panyor River Festival at the bank of Panyor River.
Notwithstanding the popular trend, the organisers this time invited apex bodies of Tani clans instead of political figures to declare the festival open.
The inaugural function was a fulfilled programmes of songs and dance performed by various cultural troops enthralling the visitors that lasted for more than four hours.
Keeping in mind that Arunachal has huge potential in adventure sports, the organizer this year too arranged various adventure sports like paragliding, River rafting, flying fox, trap shooting and angling etc besides various food and exhibition stalls.
The festival is organised by the Arunachal Adventure Association backed by Unicorn as the creative head and the denizens of Yazali town.
The festival despite its significance is yet to be declared by the state government as a calendar event.
The representatives’ present expressed immense satisfaction over the idea of calling all the Abotani descendants under one platform, with the aim to develop tourism in state. Speaking on the inaugural occasion, Adi Bane Kebang, president, Kangir Jamoh, while mentioning tourism as the fastest growing industry in the world said that, Yazali valley has the potential to be the tourist hub and that it need to be given assistance. He appealed the organisers to continue to bring the descendants of Abo Tani together and work in unison for a prosperous state in the long run.
Tapi Tai, President Apatani Cultural and Literary Society, exhorted the crowd to promote indigenous cultural activities and show hospitality to the visitors in order to increase the flow of visitors.

Rest of the zones in the state have comparatively achieved good tourism boost however, the central zone still need to catch up with the rest, he said while suggesting that representatives of apex bodies in unison should create awareness among the masses.

No comprise with quality education: Taloh
PASIGHAT, Nov 21: “Quality education will determine the future of state and being the captain of the department I cannot compromise with quality”, said Education Minister Tapang Taloh while elaborating government’s zero tolerance policy in education sector yesterday.
Addressing the teaching community at IGJ Hr. Secondary School auditorium yesterday evening, Minister, while giving a defensive statement regarding recent reshuffle of teachers across the state, reiterated that surplus teachers would be withdrawn to equip all schools with sufficient numbers of teachers in the state. “High Court’s stay order may give temporarily relief to the transferees but it hampers career of thousands of student. As permanent members of the department, they should realize their role and responsibilities and work with more dedication to take the society forward with proper reformation,” suggested the minister.
He informed that the decision of rationalization had come across over several layers of screening committees. First, the issue was debated and accepted in the state legislative assembly by MLAs. Secondly, it was passed by the cabinet to streamline the dismal education scenario and in third layer, ZPMs, senior citizens and various NGOs in a joint coordination meeting held on June 20 last had suggested for strict implementation. Moreover, the Education and Chief Secretaries in Project Approval Board (PAB) meeting held on May 23 last gave undertaking jointly to fulfill the norms of rationalization framed by the Union Ministry of HRD, New Delhi so that no school would be left out without posting of teachers and central financial supports not hampered.
For East Siang district in particular, Taloh asserted that before taking the decision, a consultative meeting was convened which was attended by officers of the department and ZPMs. Unfortunately teachers of the district opposed the move. They should have thought about the welfare of thousands of our children who were waiting for a long for teachers in their respective schools, located in remote areas or in the other districts like Upper Subansiri, Anjaw, East Kameng, Kurung Kumey, Tirap, Changlang etc. However, overwhelming response and support have been received so far across the state and being the minister of the department he would do his best to honor the responsibility entrusted upon him by the people to bring radical change in the society and lessen students’ sufferings. Rationalization generated hope among the citizens of state and he would do right thing in right time to achieve the success, Taloh affirmed.

CM’s Health Insurance meet at Ruksin

RUKSIN, Nov 21: With a view to make the rural people aware on the provisions of Chief Minister’s Universal Health Insurance Scheme, the Health Department East Siang with Ruksin administration conducted a meeting at Ruksin Kebang Hall today.
Addressing the meet as resource person, District Medical Officer (DMO) Dr D Bagra spoke about the benefits to be availed from the insurance scheme and urged the local people to benefit from the scheme. He informed that earlier RSVY and Swastya Nidhi schemes are included in the provision of the new schemes.
While explaining the objectives of the schemes, Dr Bagra said the Insurance Policy covers expenses upto Rs 2 lakh against treatment of all diseases, ailments and surgical operation besides accidental cases of the family through a single ‘Smart Card’. The state government has empanelled all District Hospitals, Community Health Centre (CHC) and Primary Health Centres besides some well equipped private run hospitals in the state and outside the state for the needy to avail the benefits. Informing on achievements of the district health department, the DMO said that out of the total 16,754 targeted beneficiary families, as many as 12,400 families have been brought under the scheme and around 4000 families have been issued Smart Card.

DC had directed DLRSO to conduct a joint meeting where ever compensation issues still remain unsolved with concerned circle officers, construction agencies, local leaders and GBS to examine the genuine claims and also to issue notice for false complaints.
He fixed a dateline for clearance of issues from Bana to Seppa by 30th Nov and Rilloh to Khodasso by 8th Dec.
He also fixed datelines for shifting of Poles, Water pipes by Power and PHED from Seppa to Pakro by 5th of Dec’2014. The people of Meena Pahar and Lumdung village, who have already availed compensation should vacate their houses, he added.
DC asked the construction agencies to work out reasonable areas as dumping ground in consultation with concerned CO and local leaders as Seppa to Pakke Kassang is an agricultural corridor.
After hearing the complaints from Seba Youth Association regarding construction of Seba Bridge, he directed the SIPL to construct and make it motorable for four wheelers by 31st March.
Seba Bridge over Papu River collapsed during March this year due to transportation of heavy equipments and machineries by Susee infrastructure private ltd, the construction agency. He suggested them to prepare route map for transportation of heavy equipments and also transport heavy equipments using the long road through Palin.
DC informed that the fund for maintenance of road from Zero Point to Seppa have been received for which he directed the SIPL to complete the repairs/ maintenance works with at least metallic cover on the road by 31st Dec’2014.

Arunachal gets first audio Bible

ITANAGAR, Nov 21: Don Bosco School Doimukh teachers and students prepared the very first audio Bible comprising of the entire New Testament in Nyishi language of Arunachal Pradesh.
Salesian Bishop George Palliparambi of Miao diocese in Arunachal Pradesh released the DVD and Pen Drive version of the audio Bible in a colourful ceremony held at Don Bosco Doimukh, on Nov 15.
Capital Complex Itanagar Deputy Commissioner Mige Kamki received the first copy.

“As printed books are not common in Nyishi language and people find it difficult to read we hit upon an audio format which will help people to hear the Word of God in their language,” says Salesian Fr. Madathiparambil Josekutty Thomas who came up with the project.
With the blessing and guidance of Doimukh Parish priest Salesian Fr. Thuruthiyil Sebastian, a six member team read the entire New Testament aided by the technical assistance from various quarters.
“Production of this kind audio Bible is first of its kind in any of the tribal languages in North East India,” claims initiator of the project Fr Madathiparambil who worked in the region for number of years.
He added, “it is fitting that during this bicentenary year, the Gospel reverberates in the ears of the people among whom the sons of Don Bosco popularized the Gospel in their own tongues.”
Several dignitaries and a huge gathering of over one thousand people attended the event which is a matter of pride not only to the Nyishi Christian community but also to the young and vibrant church of Arunachal Pradesh.
The updated Nyishi New Testament (printed version) was released a month ago with the help of Fiat Mission, a Catholic lay movement dedicated to the spread of the Word of God.
The DVD is entitled "Aogeda ge yale" (Heavenly Echo or Call).

The News has made all football lovers in particular and the state in general, very Proud. A few metres of NH52A also need Govt.'s attention
Dear Editor,
Through the column of your esteem daily, I would like to express my resentment over the road construction and maintenance policy adopted by the Govt. of Arunachal Pradesh. It’s very astonishing to see that the Govt. of Arunachal Pradesh under Congress party repaired and constructed the road from Naharlagun to Yupia within few days after hearing the visit of the Hon'ble President of India, Pranab Mukherjee but a small bridge, better to call it culvert and few meter of eroded, in other word, deteriorated portion of NH52A between ‘A’ sector and Kankarnala, Naharlagun has not been completed since last 4 year.
Hence, I on behalf of people living in Capital Complex in particular and Arunachal Pradesh as a whole, request our people first government kindly to complete the construction of aforesaid under construction culvert and road in this winter so that people could get a modest relief in the next rainy season.

Paradigm shift in Tourism Sector

The move by the Government of Arunachal Pradesh to relax issuance process for Protected Area Permit (PAP) is a progressive policy and has the potential to finally put Arunachal Pradesh in the tourism map of India and the world.
The main reason that has discouraged tourist especially the foreign tourist from visiting Arunachal Pradesh has been “lack of easy access”. Finally, the Government has realised this and has decided to rectify.
As expected, the archetypal organisations/associations of Arunachal have come up with their oppositions and criticisms. Debate is welcome and debate we shall.
The demand by the local tourist operators to route foreign tourists through them
is logic-
On the other hand, it is clear that once the inflow of tourists increases, the numbers
of tour operators is also bound to increase. This will give the Government an opportunity
to increase its revenue collection by way of regulatory and compensatory taxation
that can be imposed upon the tour operators for facilities that the Government will
provide including road networks. This is economically prudent and beneficial, and
legally tenable. This policy change will not only increase the income level of the
local tour operates which can also expand its business networks by collaborating
with tour operators from outside, but will also provide wider income earning opportunities
to the unorganised tertiary sectors that is indirectly associated with the tourism
sector. This is certainly in line with the Government’s slogan of ‘self-
Conducting smart business is the way forward in the era of globalisation and cutthroat competition. Protectionism and monopolistic policy that the local tour operators seek/demand is not only static in nature but regressive as well. It will only be counterproductive for the tourism sector of the State in the long run. The tour operators should rather focus on creating a tourist friendly culture and presenting a ‘feel different’ environment to the visiting tourists, given the fact that the tourism sector will only attain a higher growth trajectory after the introduction of easy access policy and creation of new tourist circuits.

Firing range and a village
Dear Editor,
People of Durpa village as well students of Higher Secondary School Kimin would face a lot of problems if the present firing range of the ITBP is established permanently.
If the firing range is established permanently, it will be dangerous to the life and liberty of local villagers who use the area for collection of forest produces and grazing of domestic animals.
The present firing range causes noise pollution which disturbs the villagers as well as students of Govt. Higher Secondary School, Kimin as it is only 300 metres from school as well as Durpa village. By law, there should be enough distance between a firing range and civilian area.
The girl's hostel is also situated nearby the firing range which makes them feel insecure.
The present firing range area cover the entire area of Durpa due to which there is not an inch of land left for extension of the village.
